In 1883, after capturing Ha Noi capital, the French colonialists rebuilt the city by renovating the infrastructure so that a new Ha Noi was created, including the headquarters of Indochina General Governor, serving the first colonial exploitation. Indochina General Governor was designed by French architect Charles Lichtenfelder and built within 5 years. The building was completed in 1906 with the most majestic appearance and magnitude at that time in Viet Nam. In 15 years, President Ho Chi Minh welcomed more than 1,000 domestic and foreign delegations. And he also read greeting letters for Lunar New Year Day many times in this place.
